    CARB:
At your upcoming meeting we want you to: 

1)Require the full 25,000 ZEVs that automakers had promised for
2012-2014
2) Create a separate requirement for plug-in hybrids that lets
them replace the dirtiest vehicles in CARB's regulations, rather
than the cleanest ZEVs
3) Incentivize plug-in hybrids that have the most on-board
electricity storage.

While you're at it, forget the Hydrogen Highway and encourage the
automakers to utilize the existing battery technology in
California's cars!!!

Encourage small businesses to use pure electric vehicles!!!
