| Comment | The California Air Resources Board (CARB) should represent the citizens of California, not the auto and oil industries. Please INCREASE instead of reduce the number of ZEVs required of automakers from 2012-2014. 1. Require the full 25,000 ZEVs that automakers had promised for 2012-2014, and 2. Create a separate requirement for plug-in hybrids that lets them replace the dirtiest vehicles in CARB's regulations, rather than the cleanest ZEVs.
