Subject: Proposed Amendments to CARB's Advance Payment Regulation
Comment:
Referring to Statute Section 39603.1, no where in the statute is there a requirement that this advanced payment be limited to air or other special districts. CCAC recommends this rule be amended to include The definition of "other entities" be added to the definitions list, and include 501c.3 Non-Profits and other qualified business entities. These other entities would be added into the areas now only defined as relevant to "large or small districts," or otherwise specified in a separate paragraph.
