Dear Ms Nichols, I want to urge you to lead strong action for California and the nation in CARB's upcoming planning. Specifically, We need a�well-designed cap-and-trade program. CARB should include as many sources as possible in a cap-and-trade system.� We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. thank you, Ken Macher
