We need a well-designed cap-and-trade program. Cap-and-trade puts an absolute limit on pollution from some of California's largest sources and guarantees the environmental results we need. Our message: CARB should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. What is an ISR? Developers measure indirect (mostly vehicle and energy use) pollution from construction and operation of projects and ensure that equivalent reductions occur so the project's impacts are limited. Our message: CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. An RPS is a requirement
