Dear Mary Nichols,
As a concerned citizen I urge you to create a
well-designed cap and trade program, to create an ISR indirect
source rule (control emissions from development projects) and
creat and RPS a renewable Portfolio Standard of 33% by 2020.
I was born in California. It is my home. I love this
