Gentlepersons: Thank you very much for holding the Los Angeles workshop on Sept 5, 2018, which I attended. This will recapitulate my verbal comments. 1) The progress on Natural and Working Lands is much appreciated, and we look forward to carbon sequestration data. In the meantime, far greater investment is both proper and needed for climate adaption for natural lands and for avoided conversion of natural lands (analogous to the SALC program). If large scale habitat reserves and elevational and geographic connectivity are to be achieved, investments in the many hundreds of millions will be required. We urge leadership from CARB and the Resources Agency. 2) While some vegetation treatments are recognized as beneficial for fire safety and ecosystem health in conifer forests, landscape level treatments in scrub communities (chaparral and coastal sage scrub) are neither beneficial nor effective, and indeed may be counterproductive. GHG revenues should not be wasted on such activities by CALFIRE. Documentation on both items is available upon request.
