Subject: Public Fleet Exemption under 95693.2

To whom it may concern: We are public agency and provide emergency response to support water and wastewater to our customer in the San Diego area. In the proposed regulation and exemption under 95693.2 the language is not very clear since it does have two paragraphs for a public agency to apply for an exemption. Can you provide more clarification? specifically as it relates to emergency response, we need to have a fleet that is readily available to respond and maintain water supply and infrastructure integrity to our region. We are concerned that rolling blackouts and power outages would inhibit our response if we have ZEV in our fleet. we also noticed that under the exemption 75 % of the fleet needs to be ZEV in order to obtain an exemption.
