Dear CARB, We wholly support the idea of advance payment. We are a non-profit offering free medical care for children with asthma. One school visit, one time costs about $3000. We hire expert MDs, NPs, RNs, RT, and others to give excellent care. In the Bay Area this is very expensive, even though we don't get close to market rate. Having financing ahead of time would allow us to get and keep good practitioners.
