When a smog check is performed, and it is noted that a very "New
looking converter" is installed and it does not meet the 2009
requirments, what should a smog tech do?? ask for an invoice and
check the date? If an invoice can not be produced do we fail it for
modified exhaust?? Is the burden of proof on the consumer to prove
when the converter was installed??
