Subject: Comments in Support of Aliso Canyon Settlement Agreement

T&W Farms dairy would like to express its strong support for the
Aliso Canyon Methane Leak Climate Impacts Mitigation Program which
is part of the Aliso Canyon Settlement Agreement between The
Southern California Gas Company ("SoCalGas") and the California Air
Resources Board, Los Angeles City Attorney's Office, County of Los
Angeles, and the California Office of the Attorney General.  We
have been working for a long time on these projects as one of the
mitigation locations.

As stated in ARB's Short-Lived Climate Pollutant Reduction
Strategy, methane has nearly 84 times the heat-trapping power of
carbon dioxide over a 20-year period. Given the magnitude of the
methane leak, we applaud ARB's efforts to come up with a mitigation
program which not only corrects for these emissions, but also
returns the funds with interest to those who reside in the Porter
Ranch community.

Reducing methane at dairies by installing a covered lagoon biogas
capture system is one of the most beneficial and cost-effective
ways of reducing methane. We are relying on the Mitigation Program
loan for a critical part of the funding to build the digester
projects. These projects will inject the biomethane into the
pipeline for use as a vehicle fuel. This will have the effect of
reducing GHGs, creating jobs, improving air quality, and helping
California meet its emission reduction targets.

These projects are an important example of a new approach to dairy
methane reductions, by replacing electricity generation with CNG
vehicle fuel.  We want to emphasize that these projects advance
California's global effort while improving air quality locally. 
Many trucks using this fuel, over time, will also be in the L.A.
basin improving air quality there through the displacement of
diesel.

The Mitigation Program enables these vital projects. Thank you for
