Comment:
1. Please clarify if 95923 (1) (a) (A) and (B) are linked with and (ie both A and B required, or (ie either A or B required), or and/or. 2. The word "information" is overly broad. Receiving, for example, advertising or shareholder notices from market participants could be interpreted as "information." I would suggest replacing "information" with "information, not available to the public and specifically indicative of compliance obligations and account balances, while providing services on cap and trade compliance ..." 3. Please clarify if "contractor" refers to the individuals specifically involved in 95923 (1) (a) (A/B) or the companies employing such individuals to provide services to entities such as registered participants. 4. Please clarify section 95923 (c) which refers to 95923 (d) which does not exist.
