Subject: AWS Comments on Dairy and Livestock GHG Reduction Working Group
Comment:
Agricultural Waste Solutions, Inc. (“AWS”), headquartered in
Westlake Village, California, wishes to express our gratitude to
CDFA, CARB, partner agencies, and a diverse group of stakeholders
and experts for allowing for the opportunity to comment on the
California Dairy and Livestock Greenhouse Gas Reduction from the
May 22, 2017 workshop and for inviting comments from stakeholders
and the public. AWS works with California dairy farms to produce
low carbon transportation fuels and carbon negative co-products
that reduce GHG emissions and improve water quality while creating
new profit centers from manure and other ag resources.

Please see below our comments from the May 22, 2017 CA Dairy and
Livestock GHG Reduction documents:

1.	AWS fully supports the common mission statements that apply to
all three subgroups. The synergistic goals that tie the groups
together allow for a focused end goal which will hopefully create
the framework for solutions the coalition can agree upon. 
2.	AWS feels that the state should not choose or focus on specific
technologies. Through having a Digester working group and a
Non-digester working group, the state inherently segments the
markets and chooses a solution which does not necessarily allow for
open technology competition. Digesters are not the end all solution
for organic waste liabilities. There should be a focus on the fact
that all technologies relative to California dairy and livestock
greenhouse gas reductions should be reviewed,  and those chosen
should have the best fit that allows for the most effective
results: proven greenhouse gas mitigation and reductions, a
negative carbon intensity, clean water solutions, and healthy soils
contributions.
3.	Investigation into the key questions asked in the mission
statement should be open to those willing to participate and
contribute. There is a vast knowledge pool in the interested
parties for the CA Dairy and Livestock GHG Reduction, and the
collective knowledge contributions can be very valuable.
