In one of the outreach programs it was discussed that CARB like to
have traction at national level. But, the way it is being worked at
this point, we are replacing equipment in California area (e.g.
trucks, yard equipment, locomotives etc) and they are up for grabs
for states around and, as we all know, polution tend to circulate
with air movement.

I believe CARB would have explicitly put rules where teh old
equipment goes to prevent vendors receive subsidies and then sell
or move equipment to next door state
