To Whom It May Concern, When considering new or modified legislation pertaining to fossil fuels and their use in transportation & electric generation, please remember a few things: 1) California already has a much lower per-capita, per-Kw, per-mile driven pollution rate compared to other US states and especially developing / newly industrialized nations like China 2) California continues to shed businesses & jobs, and scare off major job-creating investors / corporations because of the perception of uncontrolled legislation / rules that cost citizens and tax payers too much for fuel & electricity. 3) We have already passed to the wrong side of the cost-benefit curve, where efforts to further reduce pollution by up to a few % points cost a whole lot more per % improvement than all the previous improvements over the past 25 years or so. Effort is better spent pushing federal & international rules to improve ocean-borne pollution from ships and require foreign countries with poor standards to improve emissions-side improvements (better fuel mileage, lower SOx, NOx, PM, mercury, and other pollutants). 4) Market forces continue to increase renewables to a point where they are a natural part of the energy mix. Allow existing regulations and market forces to guide Californian's every day choices of fuel & electricity.
