Dear Chair Nichols, Mr. Goldstene, and Mr. Cliff, I have attached a flier on “How to Spend the Revenues from an Auction” that you may find relevant to the development of ARB’s Investment Plan. I had this flier made several years ago, and may have submitted it during public comment on the Scoping Plan, but going through my files I see it is again very timely. I also would encourage you to speak with Dallas Burtraw about the “cap as a floor on emissions” problem, where investments that reduce emissions under the cap simply free up emissions in other capped sectors.
