The California Wastewater Climate Change Group (CWCCG)and California Association of Sanitation Agencies (CASA) appreciate the opportunity to comment on the Cap-and-Trade Auction Proceeds Draft Second Investment Plan (Draft Investment Plan). We strongly support the inclusion of wastewater related projects as part of the Second Investment Plan,and recommend wastewater projects (and their co-benefits) be made more explicit in the listed investment concepts.
