On behalf of a coalition including the Local Government Commission, the California State Association of Counties, California Special Districts Association, Local Government Sustainable Energy Coalition, Bay Area Regional Energy Network and Sonoma County Water Agency we submit the following comments asking for the creation of an Integrated Climate Funding Market and Targeted Local Training and Assistance. This letter supports comments previously submitted by the Local Government Commission.
