Comment:
On behalf of the San Francisco Department of the Environment, I am pleased to provide comments on the Triennial Investment Plan. The San Francisco Department of the Environment is the lead agency of the San Francisco Green Business Program (SFGBP). The program provides technical assistance to small and medium sized businesses that results in reductions in greenhouse gas emissions, along with numerous other environmental and economic benefits. The SFGBP together with green business programs in 21 jurisdictions throughout California are working to grow the green economy. The SFGBP provides on-site technical assistance for waste reduction, water conservation, pollution prevention, and energy conservation. We assist businesses in the procurement and installation of energy-conserving lighting, equipment and appliances, and water-conserving fixtures. In addition, we work with them to ensure they have energy, waste and water management systems. Verification of green practices during on-site visits ensures that projected outcome metrics are ground-truthed. Our hands-on assistance results in the quickest and deepest uptake of new practices in the small business setting. The SFGBP is an example of a program that directly meets the GGRF funding priority of investing in projects that result in measurable reductions in greenhouse gas emissions while extending environmental and economic benefits to disadvantaged communities that normally do not have access to these opportunities. As such we strongly encourage your Board, the Governor’s office, and the State legislature to consider including a small business element in your investment plan so that programs like ours can truly grow the green economy throughout California.
