I believe the preferred alternative in the report does not take into account the ramifications of Governor Newsom's increased emphasis on addressing the climate crisis, and, in particular his executive order requiring all passenger vehicles sold after 2035 to be zero emission. In light of this I think the revised target should default to the Alternative in the Staff Report that included these assumptions so that, to quote the staff report: "An alternative scenario developed as part of the 2017 Scoping Plan Update includes additional energy efficiency gains, additional ZEVs, and an increase in the RPS, among other measures, that result in electricity sector GHG emissions as low as 30 MMTCO2e." Please reconsider your targets to align them with this Alternative.
