Comment:
1)Clarity on the 3rd Party and Engineering Review. There needs to be more discussion on the qualifications required for this step as there is a very small pool of resources that meet the professional certification and the conflict of interest restrictions. 2)Clarity on the overall project development plan. There needs to be provided a clear workflow or documentation as to when CARB needs or does not need certain site specific data requirements. For example, when in the process does the characterization well need to be drilled or when does CARB expect to have Seismic acquisition completed.
