I strongly object to the merger of conifer forests and shrublands into a single category. This is absolutely wrong scientifically, and will lead to erroneous management practices over large parts of the state for carbon sequestration, climate resilience, and wildfire management. CARB should withdraw these fatally flawed scenarios, provide a separate category for shrublands, and consult with recognized outside experts on appropriate management strategies. After scientifically, sound scenarios are recirculated, a focus on conservation and restoration, carbon sequestration, and climate resilience will be appropriate. Thank you for considering my comments. If this policy is enacted it would allow fire agencies to construct very destructive "fire breaks" in preserved wildlands that will not result in any enhanced fire safety, but rather create large swaths of land that will require vast resources to properly manage and keep free of highly combustible weeds and invasives and contribute to creek turbidity.
