I am strongly opposed the the consolidation of conifer forests and shrublands into a single category. From a scientific perspective this is incorrect and will create bad management practices across California's diverse shrubland communities. As with much else in this plan, it tilts towards Northern California and the Sierras while ignoring the realities of Southern California's diverse eco-systems. Shrublands require different management strategies for carbon sequestration, climate resilience, and wildfire management. CARB should withdraw these fatally flawed scenarios, provide a separate category for shrublands, and consult with recognized outside experts on appropriate management strategies. After scientifically, sound scenarios are recirculated, a focus on conservation and restoration, carbon sequestration, and climate resilience will be appropriate.
