I strongly object to the merger of conifer forests and shrublands into a single category. This is scientifically incorrect, and will lead to erroneous management practices over large parts of the state for carbon sequestration, climate resilience, and wild fire management. Our schrublands differ completely from forests. If not corrected, the scenarios presented will support CalFire's plan for massive vegetation removal and prescribed burning, which will cause the rich native hapbitat to convert to flammable weeds without public safety benefit. CARB should withdraw these fatally flawed scenarios, provide a SEPARATE category for shrublands, and consult with recognized outside experts on appropriate management strategies. After scientifically sound scenarios are recirculated, a focus on conservation, restoration, carbon sequestration, and climate resilience will be appropriate.
