CARB is making a very serious mistake by lumping forests and shrublands into a single category in its NWL scoping plan draft alternative future scenarios. California's shrublands are fundamentally dissimilar to coniferous forests, especially as regards fire regimes, and they require management practices specific to their types. Only if the NWL scoping plan is based on sound science will CARB achieve its goals of reducing greenhouse gases and maintaining resilient carbon sinks. CARB must revise its scenarios for "forests and shrublands" and instead treat shrublands in their own category. Failure to do so will set our state on a course to destruction of shrubland habitats and loss of biodiversity, and will set us back further from our climate goals.
