I found this paper to be nice but mostly too vague to be meaningful. I could not find a single controversial statement. I found nothing that would help me here in Hayward to advance state goals. Much of it looks like a process for deciding a framework for deciding how to decide. The AHSC Guidelines are way ahead of this. I'm attaching my comments on a project here in Hayward. The reality I am dealing with is an excellent General Plan the City is doing the opposite of. I don't think you can do anything to help me down here at the grass roots.
