Subject: OHV regulation; CECP implementation & enforcement
Comment:
OHV emissions (with the exception of spark arresters) are currently unregulated in California. In a State which regulates nearly every type of motorized equipment, from road vehicles to weed trimmers, the omission of this category of vehicle from emissions standards is either an incredible oversight or the result of a highly effective lobby. Annual OHV use in California produces emissions the equivalent of 500,000 barrels of oil burned, and consumes 26 million gallons of gasoline. The fuel used equates to 1.5 million car trips between Los Angeles and San Francisco. The rapid growth of the OHV industry in California will continue to move these statistics upward, neutralizing gains in other clean air initiatives unless regulated now. I urge the adoption of mandatory registration for all OHVs; emissions standards with mandatory testing to ensure efficacy of CECP standards and application. And I urge that all such standards be as stringent to the industry as the current State standard for automobiles.
