Subject: Regarding efficiency and electrification scenarios

Thank you for including building electrification as a primary path forward. I would like to add to points: 1) More specifically, efficiency should be tied to the electrification of buildings pathway since it lowers the electric power demand, has similar fixed asset financing profile. 2) The target for efficiency and electrification should be retrofitting existing residential housing as the major GHG source in residential housing. 3) We need to include policies that address the known barreirs to mass adoption. Carbon price signals and rebates and the like have not and cannot move the needle. Mandates and financing retrofit measures via the established utility tariff billing and financing models are the only way to address the cause of historical and continued under-investment in efficiency and electrification: high up front cost, long lifecycles and payback periods and information gaps.
