CARB Staff: The 2020 calendar year represents an anomaly for VMT - and just about everything else. It is not appropriate to use 2020 as a VMT base year being that VMT was severely depressed due to the pandemic. Please consider using 2019 or another year even if it requires adjustment to the targets. This will avoid confusion and enable planners to more simply explain the targets. Thank you.
