The current version of the 2022 Scoping Plan is seriously deficient, if we hope to beat or even slow the emerging climate crisis. SHORT LIVED CLIMATE POLLUTANTS LIKE METHANE AND HYDROFLOUROCARBONS ARE GETTING SHORT SHRIFT, AND ARE NEARLY OMITTIED FROM THE PLAN! WHAT IS THERE IS WEAK... Even though CARB uses a 20-year global warming potential (GWP_ which clearly shows SLCPs causing over 50% of California's greenhouse forcing, the consultants are using the older 100-year GWP forcing. The latter data-choice has the unfortunate effect of trivializing what are actually our fastest-acting climate solutions in methane and refrigeration chemicals! Though it is true we need to work hard on reducing CO2, available CO2 reductions from transportation, power and buildings sectors ARE NOT SUFFICIENT. We also have to work equally hard on SLCPs, to buy us time for the slower-acting CO2 reductions to take effect. Are the Board and staff or the E3 consultants prone to an institutional blind spot? The answer would appear to be 'yes.' This is our one chance to catch this critical omission and add vigor by getting the attached SLCPs-reduction playbook into the Plan in a big way. The current Scoping Plan version is not capable of generating a successful outcome as defined in our state's high level goals. Kindly take a very, very careful look at the uploaded 7/9/21 letter of concrete suggestions from Clean Air Task Force, Climate Reality California Coalition, Institute for Governance and Sustainable Development and Environmental Investigation Agency.
