Subject: Scenarios and Annual Targets for GHG Reductions - VMT Reduction
Comment:
A significant role in the necessary reductions of vehicle miles traveled (VMT) will be played by local agencies. However, many local policy makers and staff members have little time to apply their mathematical skills in solving the climate crisis, They benefit from a briefly stated goal, such as: "Vehicle Miles Traveled must be reduced at the rate of -- percent each year over the next ten years." State grants often assist in the funding of local transportation projects and could incentivize VMT reductions. First, the process of applying for a grant could require submission of a description of local plans, policies, and projects that reduce VMT. Supporting data can be required for the past success of each activity, as well as expectations for future reductions (total and per capita). Second, the process could require a description of the effect that the grant would have on VMT, with supporting data. Third, the scoring of applications for competitive grants could use the expected impacts on VMT as a factor in ranking each project for consideration of funding. Please consider the impacts that the State funding process can have on VMT reduction.
