California cannot address the alarming climate disaster, nor the
public health disasters of smog and toxics, without requiring the
phaseout of oil extraction, oil refining, and the combustion of
fossil transportation fuels -- these sectors collectively emit more
than half the state's greenhouse gases ("GHGs"), as well as smog
