Dear Committee Members, I am pleased to be able to voice my thoughts regarding the Cycle 2 ZEV Investment Plan. I am excited that many areas of our state will have access to zero emission electric vehicles, especially areas that are exposed to air quality challenges. However, for a rural area such as ours, electric vehicles pose a challenge. I represent Bear Valley Unified School District's transportation department. We are a resort town located in the San Bernardino Mountains at an average elevation of 7500 feet. In order for our students to participate in athletic events, Arts and Science educational trips and other school related activities, we must transport off the mountain. Some of our trips are as far as 300 miles round trip. The closer trips would be 120 miles round trip. That being said, When a bus departs the mountain, it is approximately 60 miles in one direction to the closest destination. An Electric vehicle would still be required to return to the school, climbing up steep grades , running lights and heaters. The range of the vehicles and the storage capacity of the batteries would be challenged by our needs. We currently have a fleet which has 12 diesel buses, 6 CNG and 2 gasoline vans. We have been granted the replacement of two of our diesel buses with CNG buses by AQMD in the latest round of Rural School Bus Replacements. My hope is that as we move forward replacing diesel buses with cleaner technology, is that there will still be room for districts such as ours to qualify for CNG buses. While they are not zero emission, they are still a renewable energy source that burns cleaner and will allow us to travel farther. We want to be an active part of the state's solution to help our children have a cleaner future. Opening up at least part of this grant for CNG buses to rural districts such as ours, that must travel long distances to enhance our students educational experience, is part of that future.
