Green Commuter is an all-electric vanpool, carsharing and fleet replacement company. With respect to the Cycle 2 plan, our experience in the field, including Los Angeles as well as rural areas and CalEnviroscreen-disadvantaged communities in Fresno, Kern and Merced counties, informs the following comments: > $4-6 million for transit is an inadequate allowance to effectively advance the Decree goals. ZEV buses are very expensive capital investments (along with required infrastructure) and this relatively-limited amount creates a highly competitive funding opportunity that may only benefit two or three agencies. > $2 million will not go very far to support the installation of Level 2 EVSE in rural areas. For the most part, rural communities are woefully behind and underserved in terms of power grid modernization; most sites will require panel upgrades or replacements to accommodate durable EVSE infrastructure in the long term. We respectfully urge Electrify America and ARB to consider prioritizing both of these critical investments as Cycle 2 plans are evaluated.
