Local governments are instrumental to meeting state climate and energy goals. Many local governments, special districts and joint powers authorities have already taken action to reduce greenhouse gas (GHG) emissions through a variety of approaches, including clean and renewable energy projects, energy efficiency measures, facility and fleet upgrades and innovative planning processes. The State should ensure that a portion of the Cap and Trade auction revenue be directed to local governments’ GHG reduction efforts. Funds should be expended on proven GHG reducing projects as well as energy efficiency and clean energy generation projects that will create jobs, are ready to go, and can be exported to other local jurisdictions. |
