CARB should include as many sources as possible in a cap-and-trade system. I support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. CARB should require California's local air districts to develop ISRs to control emissions from new developments. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020. |
