Two years ago, Governor Schwarzenegger signed the boldest global warming law in U.S. history, A.B. 32. Since then, the California Air Resources Board (CARB) has been at work on a blueprint of policies and measures needed to cut global warming pollution by 30% by 2020, as required by the law. This blueprint, called the "A.B. 32 Scoping Plan," will be released publicly in two weeks. |
