The deminimus thresholds should be on truly minor issues. Your example of a computer duster is not minor and is easily taxed. The 800 pounds of GWP emitted at an estimated $10/ton CO2E means that can would produce $4 in tax revenue. The distributor of the can is selling thousands so it is easily intercepted. There is also the societal benefit that children cannot inhale them and die as dozens do each year. A deminimus emission would be the VOC from an underarm deodorant stick. Even a truck load would have lower VOC emissions than the untreated underarms. |
