General Comment The web page for collecting comments on the Scoping Plan is difficult to use. The organization of the web page does not appear to be consistent with the organization of the document. It also makes it difficult to be a participant in this review if the State only encourages submittal of comments electronically. Public outreach for the Scoping Plan could be broader. |
