Mitigation must be placed in La County and specifically in Porter Ranch of LaCity...Mitigation must focus on installation of 10,000 roof solar voltaic panels of >500sf followed with an additional 10,000 solar thermal panels with interconnections to pools/interior home heating.. Mitigation also must include a root-cause-analysis for SS-25 and all other wells which have been documented as having SSSVs through annual submittals to DOGGR but were found to have been removed for casing flow and eliminated tubing flows. Mitigation must also include for all Sempra/SCGCo facilities/fields/wells an independent technical review of "permitted" vs "as-built" or "as-is" equipment. SCGCo has LIED regarding the Safety Valves in aliso and probably Honor Ranch, PlayaDelRey, & Montebello. |
