As someone who lives within 50 yards of a Union Pacific track on
which trains frequently idle for multiple hours (often overnight
and into the next day), I urge you to pass the new idling rule
("All locomotives with automatic shutoff devices would not be
permitted to idle longer than 30 minutes, unless for an exempt
reason.") post-haste. We deal with extreme air AND noise pollution
for 12+ hours a week on average, including noxious fumes, diesel
particulates coating the exterior of our house, sleep deprivation
due to our home vibrating as well as the noise (sometimes a gentle
thrum, but often periods as load as a jet engine). The sad part is
that there are sections of track nearby with NO homes immediately
adjacent to the tracks, so it's unclear why the trains need to idle
right in the middle of a residential area.
