As someone who has studied and written about climate change issues extensively, I have great concern about your proposal to treat conifer forests and shrub lands identically with regard to carbon sequestration potential. Not only does this appear to be inaccurate from a scientific perspective, but it will result in erroneous management practices over large parts of the state for carbon sequestration, climate resilience, and wildfire management. I urge CARB to withdraw these flawed scenarios, provide a separate category for shrub lands, and consult with recognized outside experts on appropriate management strategies. Once scientifically sound scenarios have been developed and recirculated, CARB will be able to effectively address the program goals. |
