To whom it may concern: On behalf of the Central California Environmental Justice Network, we ask CARB to reconsider its exemption for heavy oil within its Oil and Gas Methane Regulation. In the past six months, our organization has uncovered significant leaks from oil wells in Kern County that posed a danger to public health and safety. Any and all leaks from oil wells - no matter the oil gravity - should be subject to CARB's Methane rule. Thank you, The CCEJN team |
