LACSD offers the following comment on the discussion concerning State Government Strategies in the Draft Scoping Plan: 1. Page C-179: GHG reductions from state bond funded projects should not be used to retire allocations but instead should be used as seed money to stimulate new technologies that will provide continuous or regular reductions of GHGs. |
