The settlement criterion stipulated a solution that did not favor any manufacturer and should accommodate all Zero Emissions Technologies. This proposal favors VW strategic planning for vehicles which includes a complete omission of support for FCEV. FCEV is one of the emerging solutions which is spanning from consumer vehicles to industrial equipment including Amazons recent investment and commitment to converting many of their FC Forklifts to to FC based solutions due to a higher level of efficiency and in their mind a better total Carbon Footprint equation. One can understand why VW might want to attempt to tilt their penalty to their favor, the goal of the penalty and the resulting plan of action was unilateral support for ZEV initiatives and support. It would seem that carving out 10-15% of this award to FC based initiatives is a more than fair approach to an unbiased allocation of these funds. Thank you for the opportunity to comment. |
