CAP AND TRADE

Lawmakers Want Change In Governor's Cap-And-Trade Focus.
Democrats who represent disadvantaged communities in California
are sending a message about the state’s signature
climate-change-fighting program: They’re willing to provide the
governor votes to continue it, but only with changes. A
contingent of California Assembly members and environmental
groups… http://www.capradio.org/90082

Lawmakers want a GHG market, with or without cap and trade.
California lawmakers introduced a bill yesterday to enable the
state to keep using market-based methods of controlling
greenhouse gases through 2030, setting up a debate over whether
the state will keep or modify its landmark cap-and-trade program.
A.B. 378 will serve as a vehicle for negotiations over the future
of the state's economywide cap-and-trade market, which is facing
legal challenges.

AIR POLLUTION

As Poland Chokes on Smog, Groups Prepare Complaint to EU. TV
stations flash pollution alerts. People don masks for their
morning jogs. Preschools stop taking children outside to play. As
smog across coal-addicted Poland hits crisis levels, four
environmental groups announced Friday that they are preparing a
complaint to the European Union accusing Poland of violating EU
laws meant to control air pollution.

Permit for Chevron Pascagoula Refinery would allow more
pollution. It is very difficult to understand what Chevron is
asking for in its latest request for a state pollution permit.
The wording in the document is prohibitive. Even people in the
business had trouble explaining it to the media, before a hearing
on the permit Thursday. That was part of the complaint by a group
of citizens who live closest…

ALISO CANYON

Calif. looks into shutting down Aliso Canyon. California's
utility regulator will analyze whether the state should
permanently shutter the natural gas storage facility where a
record-breaking methane leak occurred. The California Public
Utilities Commission (CPUC) yesterday opened an investigation
into the feasibility of closing the Aliso Canyon site in Los
Angeles County.

CLIMATE CHANGE

French presidential hopeful Macron courts US climate experts.
French presidential hopeful Emmanuel Macron Friday called on
researchers, entrepreneurs and engineers working on climate
change in the U.S. to leave for France — in a bid to capitalize
on the words of doubt expressed by U.S. President Donald Trump on
global warming. In a video posted on his Twitter account, Macron
said in English:

Climate change fight will be won or lost in cities, say experts.
Cities are on the frontline of the fight against climate change
and will play a key role in limiting global temperature rise to
1.5 degrees Celsius above pre-industrial levels, a target
governments agreed to aim for in the Paris climate change deal,
officials and green experts said this week.

A Message On Climate Change From Former EPA Head. Lawmakers
introduced a new bill Thursday that would focus climate change
funding to support low-income communities across California. The
bill comes a day after former EPA head Gina McCarthy visited
Sacramento with the message that California must lead the way on
reducing carbon emissions as the federal government disregards
the issue.

1,000 Years Ago, Corn Made This Society Big. Then, A Changing
Climate Destroyed Them. About a fifteen minute drive east of St.
Louis, Missouri, is a complex of earthen mounds that once
supported a pre-historic city of thousands. For a couple hundred
years, the city, called Cahokia, and several smaller city-states
like it flourished in the Mississippi river valley. But by the
time European colonizers set foot on American soil in the 15th
century, these cities were already empty.

The Trump administration can’t entirely roll back progress on
climate change — here’s why. Environmentalists are not happy with
the Trump administration. There are rumors that Trump might
withdraw from the landmark Paris climate agreement on climate
change. And Secretary of State Rex Tillerson, the former CEO of
ExxonMobil, is probably unlikely to champion U.S. environmental
priorities in his diplomatic agenda.

Buying a home in climate change era. Metro Phoenix is a good pick
for snowbirds, but there are options to consider before buying a
home. With winter storms rocking the East, we are seeing the
usual influx of folks looking for homes in our more hospitable
climate. But what will climate change mean for prospective
home-buyers? Last year was the hottest on record and the warming
trend is likely to be a…

EU must shut all coal plants by 2030 to meet Paris climate
pledges, study says.
Europe will vastly overshoot its carbon emissions target for coal
unless it closes all 300 power stations, says thinktank Climate
Analytics. The European Union will “vastly overshoot” its Paris
climate pledges unless its coal emissions are completely phased
out within 15 years, a stress test of the industry has found.

Who cares if it's climate change? This guy wants action. Perhaps
the first clear sign that the United States is considering
serious changes in the way it forecasts extreme weather events
came in a meeting here in June 2015. It featured a blunt-spoken
Australian meteorologist, Greg Holland, who ticked off the flaws
in the current U.S. system. There are serious problems with the
nation's climate models…

D.C. mayor: No time for politics on climate change. The District
of Columbia is sketching out a road map for sustainability under
the nose of a hostile Congress and a White House that does not

DROUGHT

Kenya declares drought a national disaster, seeks help. Kenya
declared a national disaster on Friday, calling for aid to
counter drought that is posing a major risk to people, livestock
and wildlife. The Kenya Red Cross has estimated around 2.7
million people are in need of food aid after low rainfall in
October and November and the next rainy season not due before
April. http://news.trust.org/item/20170210143700-goqzv/

GREEN ENERGY

Wall Street’s Love Affair With Energy Heats Up as Rigs Soar. Wall
Street is throwing the most money at U.S. energy companies since
at least 2000 amid growing confidence that the industry is
emerging from the worst downturn in a generation. Energy firms
raised $6.64 billion in 13 equity offerings in January, drawn in
by a rich combination of oil prices consistently above $50 a
barrel…

Almost 90% of new power in Europe from renewable sources in 2016.
Wind energy overtakes coal as the EU’s second largest form of
power capacity but concerns remain over politicians’ enthusiasm
for renewables. Renewable energy sources made up nearly
nine-tenths of new power added to Europe’s electricity grids last
year, in a sign of the continent’s rapid shift away from fossil
fuels.

Appliance standards will likely evade Trump's 2-for-1 order.
Rules holding appliances like televisions and refrigerators to
minimum efficiency standards are likely safe from President
Trump's executive order to roll back two regulations for every
new rule, analysts say. Trump's Jan. 30 executive order calls for
agencies to find at least two regulations to be eliminated for
every new regulation they want to put forward.

Storing power raises energy consumption and emissions — study.
Storing solar energy for nighttime use actually increases
consumption and emissions, according to new research from the
University of Texas, Austin. The finding runs counter to the
notion that solar panels are reliable 24-hour power sources only
if the energy can be stored.

MISCELLANEOUS

Motor Mouth: EPA’s demise could be Trump’s stupidest mistake for
the auto industry. Lack of oversight could open up multiple
emissions standards for states and cities, causing mayhem for
manufacturers. You would think the Republican Party would have
trouble, well, trumping executive order 13679. You know, the
“it’s not a ban on Muslims” proclamation that just happens to
only affect, well, Muslims.

OPINIONS

Bay needs more water – a lot more. San Francisco Bay’s native
fish are dying for water. In the past, the Bay was an
exceptionally rich environment for wildlife. San Francisco Bay is
part of the Bay-Delta estuary, where fresh river water mixes with
salty ocean tides. This creates multiple diverse ecosystems that
sustain a variety of fish, birds, seals and other mammals…

Fighting Trump’s ‘dirty air’. Anyone who cares about breathing
clean air has to be concerned about the advent of an
administration in Washington, D.C., that appears intent on
rolling back our hard-won progress in reducing emissions.
President Trump, his nominee to head the Environmental Protection
Agency, and the Republican leaders in Congress have all declared
plans to allow the oil and coal industries to extract…
