This item may be considered at a one day meeting of the Board,
which will commence at 9:00 a.m., April 27, 2017.  Please consult

BACKGROUND 
ARB collects emissions information for research and enforcement. 
ARB is developing a new system, called the Portable Emissions
AcQuisition System (PEAQS), which measures emissions as cars or
trucks pass sensors. Staff has developed a prototype system. The
prototype system will be used to collect information to better
understand emissions from cars and trucks, and to help prioritize
high emitting vehicles and fleets for enforcement.  

PEAQS is equipped with an Automated License Plate Reader (ALPR)
system, which is used to convert pictures of license plates to
text data and can be cross referenced to vehicle registration
information.  All of this information once collected is
confidential.  ARB has drafted its ALPR usage and privacy policy
to ensure ALPR information remains secure consistent with state
law. 

WRITTEN COMMENT PERIOD AND SUBMITTAL OF COMMENTS 

Interested members of the public may present comments orally or
in writing at the meeting and may provide comments by postal mail
or by electronic submittal before the meeting.  To be considered
by the Board, written comments not physically submitted at the
meeting, must be received no later than 5:00 p.m., Monday, April
24, 2017, and addressed to the following:
