CARB BUSINESS

The California Air Resources Board (ARB) staff invites you to
participate in an ongoing series of public working meetings to
discuss:  (1) changes to the pathway carbon intensity application
and evaluation process, (2) improvements to reporting and credit
generation processes, and (3) the integration of third-party
verification requirements under the Low Carbon Fuel Standard
(LCFS). The next two meetings will be held at the California
Environmental Protection Agency Headquarters Building as
follows:

host a research seminar focusing on household transportation
choices and commitments of statewide greenhouse gas reductions

CAP AND TRADE

Carbon Emissions Trading Scheme Upheld in CA. The decision keeps
the program safe through 2020, when the program will “still be
vulnerable to legal challenges that cite Proposition 26, a 2010
initiative that extended Proposition 13 to apply to fees as well
as taxes,” writes Scientific American. The case, which can still
be appealed to the California Supreme Court, began four years ago
with a lawsuit…

California's Cap-and Trade Program Wins in Court, Program's
Future Still Unclear. Introduction. For climate policy advocates,
California has been a kind of sanctuary state, unflagging in its
commitment to ambitious mitigation strategies even as the Trump
Administration moves to unwind programs at the federal level.  In
2016, the California Legislature enacted an aggressive target for
the state: reduce greenhouse gas (GHG) emissions 40 percent below
1990 levels by 2030.

Tracking Air Quality Block By Block. A local environmental
advocacy group last week launched a first-of-its kind monitoring
project, installing air quality sensors in the densely packed
neighborhoods near this city’s port to give the people who live
and work there on-the-ground readings of pollutants that can
seriously injure their health.

Epic Fight Over Diesel Pollution And California’s Future Clean
Air Authority. Governor Jerry Brown swore last December that if
the federal government stopped collecting crucial climate data,
the Golden State would launch its own satellite. Repeatedly since
then California leaders have vowed to continue their pursuit of
clean air and climate progress, no matter how the Trump
administration proceeds.

Smog rule may be next on Trump's chopping block. An Obama
Administration smog standard may be the next federal
environmental regulation on President Trump’s chopping block.
Late last week, attorneys for the U.S. Department of Justice said
the Environmental Protection Agency was "reviewing" the National
Ambient Air Quality Standard for ozone issued by EPA in 2015.

Appeals court slams EPA for exempting farms from reporting air
pollution. A federal appeals court on Tuesday reversed a decision
the Environmental Protection Agency took nearly a decade ago,

Decades ago, London suffocated under poisonous smogs. Now, deadly

U.S. emissions generally lower last year. Federal data show that
the transportation sector was the only one without declines last
year. The only U.S. sector where emissions of carbon dioxide
increased last year was in the transportation sector, an Energy
Department division reported. A daily brief from the U.S. Energy
Information Administration reported CO2 emissions from the
transportation sector increased 1.9 percent from 2015 levels.

Carbon emissions from energy sector drop. Carbon dioxide
emissions from the United States’ energy sector fell last year,
due mainly to a significant drop in the use of coal. The Energy
Information Administration (EIA) reported Monday that
energy-related emissions of carbon dioxide, the most common

EPA Budget Slashes Emissions Testing Funds, Hikes Fees For

GREEN ENERGY

Wholesale energy prices dip below zero because of California’s
solar power. Solar power shines bright in California, and
wholesale energy prices prove it. Last winter and early spring’s
dependence on solar drove wholesale energy prices to negative

German power company examining new wind energy options. E.ON said
giant sails or fixed-wing options could be a development option
for offshore wind power. Technology for wind energy could use
fixed-wing or sails for power in a way that would make deployment
easier for deep waters, a German company said. German energy
company E.ON said it made an investment commitment with Ampyx
Power to test so-called airborne wind energy technology.

Column: Clean energy makes economic sense. President Donald
Trump’s new executive order on climate change isn’t a green light
to ramp up spending on coal plants. As more utilities and
decision makers throughout the country are finally acknowledging,
the market has turned against coal, regardless of what happens in
Washington. For utility customers and taxpayers, this is a good
thing.
