publicfleets -- Enforceable Requirement to Verify Hired Fleets Comply with the Truck and Bus Regulation

Anyone who operates or directs the operation of any vehicle subject to the Truck and Bus regulation needs to verify that each hired company is either in compliance with the regulation or has reported compliance to the California Air Resources Board (CARB). This purpose of this notice is to provide information on how to verify that each hired company is in compliance with the Truck and Bus regulation. The Truck and Bus regulation (regulation) applies to nearly all diesel fueled trucks and buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds that are privately or federally owned. The regulation also requires brokers, motor carriers, contractors, public agencies, or any California resident who directs the operation of any vehicle, to verify the fleets they hire are in compliance with the regulation. As you may know, reducing emissions from diesel trucks and buses in California is necessary to meet federal and state health-based clean air standards and to reduce the health impacts of air pollution caused by diesel engines. Ensuring that diesel emissions are reduced throughout the state, through the enforcement of the regulation, is critical to meet California’s air quality goals and improve the health of all Californians. CARB is actively enforcing the regulation, including the requirements to verify that hired fleets comply. Verification of fleet compliance is not only required by the regulation but also ensures a level playing field for fleets that invested to comply. You can verify information about fleets that have reported compliance to CARB at http://www.arb.ca.gov/msprog/onrdiesel/tblookup.php by entering any part of the company name, the Truck Regulation Upload, Compliance and Reporting (TRUCRS) identification number, or the motor carrier number. If the fleet owner does not report to CARB because they are complying with the engine model year schedule(s), then the owner must provide other documentation to demonstrate that their fleet complies with the regulation every compliance year.
