The Carl Moyer Memorial Air Quality Standards Attainment Program (Moyer Program) Guidelines have been updated to reflect California Air Resources Board (CARB or Board) action on legislative changes directed by Senate Bill 513 (Beall, 2015). The revision process was a collaborative effort by CARB and local Air Pollution Control / Air Quality Management Districts (air districts), informed by extensive input from the public through multiple workshops. The Board ultimately approved the guideline revisions after a hearing on April 27, 2017. The revised guideline documents are available at https://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. The new 2017 Moyer Program Guidelines include changes in the following key areas: - Increased and expanded cost-effectiveness limits, especially for the cleanest technologies; - Infrastructure as a new funding category; - Expanded co-funding flexibility; - Updated calculation methods, including deterioration and updated emission factors; - Revisions to project criteria that expand opportunities for advanced technologies and larger fleets. The revised guidelines have been divided into two volumes. Volume I contains the Program Overview, Program Administration, and Project Criteria. Volume II contains the On-Road Voucher Incentive Program, Off-Road Voucher Incentive Program, and the Agricultural Assistance Program. Background: The Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation.
